Identity Requirements

All U.S. citizens and legal permanent residents are eligible candidates for rtGO Program Membership. In order to participate in the Registered Traveler program, each applicant must present two documents to establish identity and eligibility. TSA has established a list of acceptable documents that will be used to satisfy these requirements. One document must be a government-issued photo ID, one must contain security features capable of being verified through authentication technology and one must confirm that the applicant is a U.S. Citizen, a U.S. National, or a lawful Permanent Resident of the U.S. If a single document meets all of these requirements, a second document from the list is still required. The table below lists the options for meeting these requirements.

  • State-issued Driver’s License or ID Card issued by a state or outlying possession of the U.S. provided it contains a photograph and information such as name, date of birth, gender, height, eye color and address
  • Certificate of Citizenship
    (Form N-560 or N-561)
  • Certificate of Naturalization
    (Form N-550 or N-570)
  • Original or certified copy of U.S. birth certificate
  • U.S. Military ID Card or DD form 214, Certificate of Release or Discharge from Active Duty
  • Certificate of Birth Abroad issued by the Department of State
    (Form FS-545 or DS-1350)
  • Valid U.S.-issued Permanent Resident Card or Alien Registration Receipt Card with photograph
  • Foreign Passport (Unexpired)
  • State-issued Driver’s License or ID Card issued by a state or outlying possession of the U.S. provided it contains a photograph and information such as name, date of birth, gender, height, eye color and address and the state or possession has not declared it invalid for identification purposes by the Federal Government1
  • U.S. Passport (Unexpired or expired)
  • Original or certified copy of U.S. birth certificate
  • Certificate of Birth Abroad issued by the Department of State
    (Form FS-545 or DS-1350)
  • Certificate of Citizenship
    (Form N-560 or N-561)
  • Certificate of Naturalization
  • Valid U.S.-issued Permanent Resident Card or Alien Registration Receipt Card with photograph

1Not all driver licenses or ID cards issued by states and possessions contain security features capable of being authenticated via technology. Only individuals from states and possessions that issue IDs or drivers licenses with these security features may submit this document in order to meet the identity requirements. As an alternative, a U.S. passport or unexpired foreign passport with these features may be submitted to fulfill the requirement.

2 Not all foreign passports have this capability. Only passports that can be authenticated using technology can be presented to satisfy this requirement.

Using a U.S. Passport to establish identity will likely expedite the Security Threat Assessment process since passports are well suited to assist in adjudicating cases.
